According to Meltzer, it was originally supposed to be Steven Regal and Jean Paul Levesque as the Blue Bloods but the latter obviously went on to do bigger things and was replaced with Bobby Eaton.
Now, as for why the Blue Bloods never won the tag titles, it's a weird situation.
Pretty Wonderful broke up, because Roma was refusing to do jobs and got fired.
Flair wanted the Hollywood Blonds back together BUT TV was already taped, Pillman & Austin were in Japan, Austin got hurt and Flair got removed as head booker before any thing could come of it.
The Steiners were supposed to return in the spring/summer of '95 and even pulled out of some ECW shows. Problem came when they didn't like the money that was offered, New Japan didn't like the idea of having them lose to the Nasty Boys and WCW didn't like the idea of having them go over Harlem Heat in a non-title match because A) they weren't going to get the titles at that point and B) they didn't want to job to Harlem Heat. So, that deal was fucked until '96.
The Road Warriors, just like the Steiners, were supposed to return at the Uncensored PPV but for some reason, Animal pulled out at the last minute.
And on top of all that, you add in the Nasty Boys, Buck & Slater, Bagwell & Patriot (later Bagwell & Riggs) and probably more that I'm missing, tag division was deep and only going to get deeper, assuming when they could get their 2 biggest tag teams to sign a contract.
Now, when you see the teams that were there (namely Harlem Heat & Nasty Boys) and you see the teams they wanted to bring back (Steiners & Road Warriors), would you really invest in a tag team that was introduced with a comedic approach and only existed HHH left and Bobby Eaton had NOTHING to do?
It's a situation where the original idea probably would have lead to them getting the tag titles and despite Eaton being a decorated tag team wrestler, he wasn't the first choice and you now have something forced, simply because you have nothing for either man. Eaton was pretty much a jobber from this point out and Regal was just there.
So, maybe the ultimate purpose was to allow them to keep their jobs and be used in some capacity. But, based on the formation and how high WCW was on Harlem Heat, I can't see there being an idea to insert them into those title switches, who's main purpose was to get Harlem Heat over.
