Counter Strike 1.6 and pretty much every version of Counter Strike in general
It's what originally got me into PC gaming way back in the day and till this day is still one of the best if not best shooters on PC.
Close second would have to be COD4 that game was fucking amazing
I lost a year of my life to CS once it came out on Xbox 1. Then another with COD4.
I've been playing Overwatch the most since late-2016. The online servers were shut down for the PS2 version of TimeSplitters: Future Perfect in mid-2007, but I can still play with/against bots in the multiplayer modes.
I'll be playing TimeSplitters the most again, if a new one ever gets released.
Was Overwatch made by the same people who made Timesplitters?
Funny story: I rented TS 1 from blockbuster. I got so angry at it I smashed the disc into pieces (in hindsight, I still have no regrets). I had to shop around different gamestops to find a used one I could afford, which ended up being $12 but was SO much to me at that age. I bought it and replaced it, but Blockbuster kept charging us late fees because I guess the serial numbers didn't register. My mom got in a huge fight with the manager over it, because we had returned the game in time (technically a different copy), and they manager yelled at my mom and then composed themselves and offered us free rentals for a month. I re-rented it for the rest of the month for free.

Mechanically FPSs are all exactly the same (and boring as fuck) so the best ones in my mind would be the ones with the best story and characters, so in theory I'd say a HL or Far Cry game, however I'm basing that on hearsay because I've never gotten to play one long enough to confirm. I'm not sure I can consider BioShock a FPS since I don't think you have to shoot anybody in those games, I think you can get through with just melee and powers. So by default I'm going to say Halo 3, even though I was bored by the combat the story kept me playing to the end.
I won't argue that FarCry has the best story for an FPS, but FarCry 3
is my favorite FPS of all time, and still holds up very well to many new FPS coming out today. I would argue that despite the slow gathering and switching of weapons, all issues with 3 were addressed in 4, 5, and so on. And, the shooting aspect of is the last part I consider. The exploration, the physics play, platforming (towers, etc), animal hunting, open approach to taking down outposts, the characters you meet.....then, the shooting is pretty cool and some guns are fun.
