I'll give this idea a chance. First, don't refer to it as a new NWO, that was a group which was trying to take over/destroy the company and it's been repeated so many times that it's completely stale. With that out of the way we need a new reason for it to happen. A manager could well be the solution.
Back in the day, rather than try to put guys together with some unified purpose, be it taking over, a gang mentality (DX, The Nation, DOA etc) you would have various wrestlers hire (in kayfabe) a manager to represent them. Once that manager had several clients it made sense to have them work together in certain situations, despite the fact that they would have no reason to like each other and might even be expected to hate each other, Money Inc. being a case in point (a Millionaire and a tax man, yeah, they're going to be friends aren't they?)
The question here is can we find a way to do something like this. If Heyman was still around it would certainly be possible because enough people are familiar with who he is that they would buy it. What would need to happen in this situation is for all three guys to indepently begin working with him and only leter turn heel and unite.
