http://www.wwe.com/classics/20-legends-who-never-won-a-world-title

Heres their list.

Arn Anderson
The British Bulldog
"Chief" Jay Strongbow
Dean Malenko
George "The Animal" Steele
Goldust
Greg "The Hammer" Valentine
The Honky Tonk Man
Jake "The Snake" Roberts
Jesse "The Body" Ventura
Junkyard Dog
Marty Jannetty
Magnum T.A.
"The Million Dollar Man" Ted DiBiase
"Mr. Wonderful" Paul Orndorff
Rikishi
"Rowdy" Roddy Piper
Scott Hall
Tatanka
William Regal
This list is in alphabetical order. Not sure where they pulled half of these guys out of. Tatanka on the list and Owen Hart left off? fpalm My list would be a little different.

1. Roddy Piper - Definitely should have been a World Champion.
2. Ted DiBiase - That time he bought the title should be in the records.
3. Owen Hart - He was an awesome heel and wrestler and should have won the title in 1994
4. Scott Hall - He had everything but I understand why he was never given the title.
5. Curt Hennig - Should have got a title run, he had loads of charisma.
6. Jake Roberts - It would be out of character for him to be the champion of anything but he was still great.
7. Rick Rude - Not sure if he should have been champ but he's certaintly one of the best to never win.
8. Umaga - Way better than Rikishi. Could have been a credible champion before he got beat all those times.
9. British Bulldog - I thought he was fantastic. Even in his 1999 run.
10. Ken Shamrock - I thought he could have been World Champion. He was popular and could go.
11. Mr. Kennedy - Didn't expect him to be on the list but he's probably the best of the recent crop of guys.
12. Vader - Could have and should have been WWE Champion. But he was WCW champion.
13. MVP - This guy had everything. He should have owned Smackdown in 2008-ish.
14. Lex Luger - He was WCW champion but he should have been WWE Champion at WM9 instead of Hogan.
15. William Regal - Could have been a main eventer in 2008. If JBL could do it, why not Regal?
16. Bobby Lashley - Would have been if he didn't leave. In my opinion.

That's all I got. Remember the World Title is just a storyline so while Piper and DiBiase didn't get it, that doesn't mean somebody like Jack Swagger is more successful than them. They're still two of the biggest names ever in wrestling and have accomplished more than people can dream of. Your thoughts?

Mr. Kennedy could've been the PG Era "Rock"... such a shame he didn't get to win the title and prove himself worthy of main event spotlight. He started fading when he came to TNA.

due to lawsuits, the wwe can barely mention owens name. i dont have much of an issue with the list honestly...although, lol, marty jannetty being there makes me laugh.. i'd obvious;y replace him with owen, and tatanka with maybe the big bossman

Scott hall was suppose to win it in feb. or march of 1998, but he literally refused. In one shoot he spoke on it briefly. He said they kept trying force him to be the champ but he didn't feel like it fit him. Bishoff didn't speak on him winning the strap, but he did say that Hall purposely sabatoged a few big pushes that he tried to give him.

Yeah, Owen's wife won't let Vince use Owen's name.

This list has some names that shouldn't be there. Yet Miz, Swagger, and Khali are former world champions.

Rikishi a legend? Sorry but I don't see him as one of the greatest.

I think they left Rude off the list bcuz he was the wcw international champ and many ppl saw it as being equal to the wcw world title. At that point in time the international title was being represented by the big gold belt.

Some of those are surprising... Rowdy Roddy, The Hammer Valentine,AA, Mr Wonderful... Id assume a few of them would have won one. But this was also back in the day of only one major title.
