Heres their list.
1. Roddy Piper - Definitely should have been a World Champion.
2. Ted DiBiase - That time he bought the title should be in the records.
3. Owen Hart - He was an awesome heel and wrestler and should have won the title in 1994
4. Scott Hall - He had everything but I understand why he was never given the title.
5. Curt Hennig - Should have got a title run, he had loads of charisma.
6. Jake Roberts - It would be out of character for him to be the champion of anything but he was still great.
7. Rick Rude - Not sure if he should have been champ but he's certaintly one of the best to never win.
8. Umaga - Way better than Rikishi. Could have been a credible champion before he got beat all those times.
9. British Bulldog - I thought he was fantastic. Even in his 1999 run.
10. Ken Shamrock - I thought he could have been World Champion. He was popular and could go.
11. Mr. Kennedy - Didn't expect him to be on the list but he's probably the best of the recent crop of guys.
12. Vader - Could have and should have been WWE Champion. But he was WCW champion.
13. MVP - This guy had everything. He should have owned Smackdown in 2008-ish.
14. Lex Luger - He was WCW champion but he should have been WWE Champion at WM9 instead of Hogan.
15. William Regal - Could have been a main eventer in 2008. If JBL could do it, why not Regal?
16. Bobby Lashley - Would have been if he didn't leave. In my opinion.
That's all I got. Remember the World Title is just a storyline so while Piper and DiBiase didn't get it, that doesn't mean somebody like Jack Swagger is more successful than them. They're still two of the biggest names ever in wrestling and have accomplished more than people can dream of. Your thoughts?
