His booking with New Japan would seem to indicate yes. It's March and he still hasn' resigned a contract with NJPW for 2014 (it expired in January), he hasn't booked any indies past April, he isn't booked on the NJPW/ROH crossover in May (Karl Anderson, his right hand man in the Bullet Club, is), he's been wrestling very safely the last few months as though trying to avoid any possible injuries, and most notably, Ryusuke Taguchi, his opponent and rival at Invasion Attack in April, made a suggestion on Twitter that their singles match should have higher stakes and suggested it be Loser Leaves Town.
So after Wrestlemania, it seems likely he'll finalize his deal with WWE and come over to the US. It's been noted he's being offered a lot of money, since WWE really wants to sign him but he already makes good money as a star in NJPW, so they can't just offer him the usual developmental deal (which pays peanuts) and expect him to sing. He has a lot of leverage.
