Get him a bloody storyline and let him do something, he has a magical thing called charisma which is in short supply around the W these days. Of course, given WWE's recent history with stables and the fact that things don't count unless they happen on Raw, be weary of how far it may go. But it IS something for now.

Because he's a bump machine with few other qualities. Nothing wrong with being the low-card punching bag, but that's what he is.
I think it's because he's really great at selling and taking bumps and doesn't have much else going on.

this guy is a natural jobber, even more than Brooklyn Brawler.
