His agents and handlers told him to distance himself from his wrestling persona, and wrestling in general. He got laughably lean and had that bad haircut. They were trying to portray him as some romantic leading man like a Matthew McConaughey(before he decided to stop being a male bimbo) and it just didn't happen.

His ex-wife took over his management and they decided to abandon the leading man crap and go the 80s Stallone/Schwarzenegger route. Then it was ok to let the wrestling fans in again because they would most likely be into his real action heavy movies.
