This is something of a canard that gets thrown around here way too often, and I agree with your point.
In the '80s, some of the most over heels were managers who didn't do their own fighting in the ring. Today, the most over heels are non-wrestlers.
It makes sense. Even the most despised heel wrestler will tend to be viewed with some sense of perhaps unconscious "respect" from the audience since he's still a gladiator. Even "chickenshit" heels still have to craftily get by and find a way to win and at least they're being confronted by the superhero babyface in the ring, something a Slick or Mr. Fuji or Michael Cole or Vickie Guerrero doesn't.
