Vince has always been like this, like when Nash came back from injury in 2003 and Vince made him Diesel again, even having shirts that said Big Daddy cool on them.I believe Vince saw money in Hogan when he returned but it would be as a babyface.
NWO was a WCW product and just like Bret Hart did not fit in WCW, the NWO would not have fit in WWE. WCW was a southern promotion, a bit more wild and chaotic. WWE was a northeastern promotion, very buttoned up and clean cut for the most part
For all of Vince's faults he's usually pretty well organized while WCWs iteration of the NWO just wasn't organized to the degree Vince typically prefers to operate. Vince did employ some of NWOs principles when he created the Nexus but it was still much better organized and micromanaged than the NWO was
I once read that Vince wasn't a fan of Taker's biker gimmick, which would have fit wonderfully in WCW coincidentally. When Taker agreed to work the Deadman again gimmick in 2004, one of his conditions upon doing so was that he be allowed to work part time.
