Wwe right now have a golden opportunity to make new mainevent stars. I would keep both Cena,Orton,Lesnar and even Bryan if he,s cleared off tv until atleast the royal rumble.
Every raw and smackdown left til survivor series I would keep teasing Reigns joining the authority. Hhh tells reigns do it for your family. These fans dont care about you blablabla. I would have Ambrose and Reigns both advance to the semi finals and on the go home show of raw the two semi finals would be Cesaro vs Ambrose and Reigns vs del rio. Cesaro gets to truly showcase his skills throughout the tournament and the fans cant get enough of him. Ambrose as always is extremly over. After a 20 min back and forth war Ambrose finally gets the pin on Cesaro and the two shake hands as the fans applaud after an amazing match.
Reigns comes out in the match against del rio more agressive then usual and I would have him work more as a heel. Nothing to obvious but stiff shots, not backing away when the ref says so etc etc. After Reigns batters del rio for 10-15 minutes he gets the win. Ambrose comes out to the ring and the two go for an intense staredown and they both look at the title sitting ringside only to shake hands and hug. Backstage hhh and steph are shown watching the monitor smirking.

Cesaro beats del rio and he gets to face the winner of Ambrose and Reigns at tlc.
Reigns and Ambrose compete in a fantastic matchup but 20 min in or so sheamus comes out running. The fans expect him to cashin and so does the ref but sheamus just keeps bickering with the ref and nobody knows whats going on. The real reason sheamus is out there is to distract the ref because just as he wants the ref turns away from Ambrose and Reigns and puts his focus on sheamus. This allows hhh and Stephanie to run out. The fans have no idea what is going on but all of a sudden hhh takes out a pair of knuckles and throws them to reigns while ambrose is on the floor. You hear hhh screaming take it Roman! Do it for your family. Reigns looks confused and looks back at the ref who,s still bickering with sheamus. Then all of a sudden reigns starts smirking. He picks up the knuckles and superman punches Ambrose. The ref turns back around and 1-2-3. New champion.
Next night on raw the new authority make there way to the ring. Reigns,Sheamus,Barret and ofc Steph and hhh. Reigns is wearing shades and a brand new suit and is walking through the curtain instead of through the audience as usual.
Now you have one mega heel and two babyfaces you can keep building in cesaro and ambrose. Cesaro faces reigns at tlc in a very competitive ladder match. Ambrose is denied a title shot for weeks and weeks until he wins a 3-1 handicap match on the go home show to the rumble where he finally gets to face reigns. I would have reigns beat both at first only to add to the sympathy factor and have either win the belt later that year. As to who reigns would face at mania the options are many. I reckon he would be pretty over as a heel and in 5 months you could easily make him a huge star. You could have him face the rock and do bray wyatt vs hhh with wyatt turning face. You could have him face Cena or a returning Bryan. Maybe even taker. The options are many. Then when Rollins eventually returns you have a huge summerslam main event with Rollins vs reigns and eventually Rollins vs hhh. Plus the best part is you turn reigns,Ambrose,cesaro and even bray into major stars so that when rollins,Bryan,cena etc are back you have a stacked roster.
