That's how it's going to go, doesn't matter if you like it, that's the current plan.

Nothing about winning a rumble means you have to he a surprise
They WANT people to tune in to the rumble and belive it or not plenty of people don't buy/watch base on rumour alone. Telling people will draw in the group who will never watch just on the CHANCE of a return

Bold of you to assume they wouldn't have Sami win the Rumble to further the Bloodline story, and then lose to Reigns at Mania.I'm starting to think that Cody winning the rumble will hurt him since the fans are expecting for Sami to win this whether they're right or not is irrelevant.
As much as over Sami is right now he's not credible enough to headline WM against Roman. He's just not that guy. He would be a perfect filler feud for the road to WM like in EC for example but that's it.
Answer is The Rock for storyline purpose and it's now or never.

Zayn or the Rock would further the storyline, albeit in very different ways.

It shows a major weakness in (HHH’s) WWE’s booking. They really only know how to build dominant champions that never lose. Roman has gone through basically everyone and they haven’t built up any quality faces. They’re already reverting back to a feud that’s already happened in this reign, with KO, although this does fit the current narrative.
They’ve built Lashley the best as a face, but it’s apparent he’s facing Brock at Mania. Rollins has jobbed so much, he’s not there. AJ has basically been an afterthought for the last 3+ years. Can’t go back to Brock, Edge, or Drew again. Sheamus screams B level ppv. So it leaves us with a returning old head. A returning Cody, who probably benefited by being out for awhile, because the booking wasn’t able to cool him down.
