I remember back in the day guys like Jake Roberts would hold up his finger and do a little twirl, as if to say "Wrapping this up". I think I saw somebody do that recently. It may have been Sandow? Anyway, is this a common thing I am just now noticing? Have you guys noticed it? I kinda like it.

Yeah as noted, Van Dam did it to signal the Rolling Thunder and Cesaro did it to signal The Swing.

Many high flyers would do what Van Dam did to hype up a 450 splash or shooting star press (anti-clockwise revolutions) but that's all that I'm aware of. I'm not sure why Jake did that before the DDT.

Ah yes, Cesaro is who I was thinking of. I like it. It does mean "wrapping this up", yes? Or is there some other meaning to it? Jake Roberts was the first guy I saw do it. It probably goes back even further than him.
