What are some of the biggest pops, that don't include stars making their return? One that comes to mind is the thumbs down promo from Batista, when he puts The Game through the table and signs to face him at Wrestlemania.

The ones that spring to mind, which don't include returns.
Austin comes out and nails Rock with a chair so Foley wins the belt in early 1999. (Everyone knows that one)
The Rock comes out on Sep 7th 2000 on SD.
Davey Boy wins the IC Title in Wembley.
Goldberg wins the WCW Title from Hogan.
Austin wins back the belt from Kane 29-06-98.
Rock's entrance at Judgement Day 2000.
Flair wins the belt from Vader at Starcade 1993.
Austin and the Zamboni.
Wendy Richter's entrance at the first Wrestlemania.
Luger wins the belt from Hogan on Nitro w/ the torture rack.

Definitely Goldberg beating Hogan for the title at the Georgia Dome. That crowd was amazing.

Dusty Rhodes two World title victories over Harley Race. In the first one the crowd even invaded the ring to celebrate with Dusty!

Jericho beating HHH was off the charts as well
Edge winning the WWE title at New Years Revolution
RVD winning the WWE title at One Night Stand
Chris Benoit and Eddie Guerrero's in ring celebration after Benoit won the WHC
Goldberg going over Raven to win the US title was huge too
Foley winning the WWF title (1st time)

Not THE biggest, but trying to name one that hasn't been said. I'll go with Hogan hulking up against The Rock at Wrestlemania. The crowd is so into it for the entire minute where it looks like Hogan was going to pull it off.

This for sure was one of the loudest pops I have ever heard. I mean, I was marking out sitting infront of my TV, I can only imagine what it would have been like to have been there live in State College that night.
One of the other loudest pops I have ever heard was when HBK punked the crowd in Montreal in 2005, playing Bret's theme music and acting shocked that it came on. One of the loudest pops/funniest segments I have ever seen.
