I disagree. With the monster heel push Rusev is getting, he'd be well suited to carry the title. At least they'd be doing SOMETHING with it.

Dean is too busy in the main event feuding with THE GAMEUHHHHHHHH. This is way more important than a mid card title. They could even book him to lose via Evolution interference behind the refs back. That way, his major storyline continues, and the belt is off of him to push new talent. It's a win/win situation.

Stephanie could cut an opening promo pointing out that Ambrose hasn't defended in months, then say "TONIGHT YOU WILL DEFEND YOUR TITLE AGAINST DAMIEN SANDOW!" Batista and Orton come out, badda bing, badda boom, new champion, new push, plot thickens.

I could see this happening in the future. It gives creative less work to do because they only have to book 1 champion and storyline, kind of like what they did with the "Euro-Continental" title.
