^^^That's because, like you said, threads by non-staff members don't need to be stuck, as they stay at the top for as long as they're active.
And no, there's no need for an Undertaker thread. Closing the threads as they come up is the simplest, best and easiest solution. If you're sick of the threads, don't read them.
