WWE has never attempted to copy the plot from Rocky, which is befuddling, now you might say that they did it with Daniel Bryan, however it's not comparable to Rocky,
as in Rocky, Apollo Creed chose Rocky because he was Italian, whereas John Cena chose Daniel Bryan because he was the best on the roster and peopled wanted him to succeed,
add that with the fact that Daniel Bryan was over and won his match with Orton on Raw and proved that he wasn't the weak link, so it's different from Rocky.
In order for it to be like Rocky, the Champion would have to choose someone from the undercard-mid-card(Non-champion material), who isn't over with the crowd, And Then build him and make him a fan favorite by the time the match comes.
My Thoughts/Idea =, What I would do is use a someone from Midcard-Undercard(someone who's never contended for the world championship), and in storyline he lacks good wrestling ability
So we have these story plots,
1, In June, General Manager allows the WWE Champion to choose whoever he wants to face at Summerslam in August,
So the Heel WWE Champion chooses someone from Undercard-Midcard because he likes their gimmick and thinks they have no chance, so unlike John Cena choosing Daniel Bryan because the crowd likes him and he was the best wrestler, we have the champion choose him because he thinks this will be a throw-away ppv.
2, A legend such as Ric Flair or Roddy Piper plays the Mickey role, he trains the chosen babyface and improves his ability, Mickey Character says that he believes he can do it, but that the babyface never put any effort(just like Randy Orton has all the God(YHWH) given talent, but doesn't utilize it)
3, The babyface comes out due to the crowd during the middle of the storyline, and says that he doesn't want to be a midcarder anymore, that he doesn't care if he wins, all he wants to prove is that he can hang with the main event.
4, We have a training montage like Summerslam 2002.
5, The match comes and the Heel Champion does not take the babyface underdog serious, the Heel almost taps out and kicks out after a 2 count, Now the Heel shows seriousness in his face, now the match is taken serious. we have a 25 minute match where the match ends due to babyface passing out from submission, he never tapped out. Heel is still champion
6, Babyface proves himself main event, he's satisfied and the babyface is now over with the fans not only due to the great match and proving himself, but due to his great mic skills and the compelling storyline
7, The rest of the year the heel gets bothered by this and thinks it was a fluke, that he didn't take the first match serious.
8, Babyface wins the Royal Rumble, now the Mickey character comes back to train the babyface, the mickey character says that he had heart, nothing made him give up, but the problem was that he didn't have enough technical moves(Just like Rocky II, you need "greasy fast lightening speed"), so he trains him
9, Babyface wins the WWE championship at Wrestlemania.
