Should Shane Douglas be inducted into WWE Hall Of Fame?

There are members of WWE hall of fame which never stepped into a ring of WWE - for example Abdulla the butcher. But of course the hall of famers are legends of wrestling (except Koko B. Ware).

So, should they induct Shane Douglas? He has written wrestling history by throwing down the NWA belt and calling the foundation of ECW.
