Obviously the request records have been reset along with all other threads. Does that mean that everyone has a clean slate as far as requesting or are the mods just relying on people to be honest about the last time they made a request?

There's no way of knowing for sure. Mr Requester could say: My last request was 2 years ago. When really it was 1 week.

It would be unfair just guessing everyone's request times, so ya, I guess it's a 'clean slate'. For now.
