Rampage has challenged me to a banner making comp, which I stupidly accepted. However, one of the rules is that you cannot use pre-made BG's, and that's where I'm fucked basically.

I have searched high and low for info on how to make BG's using PSP 7 but to no avail. If anyone can help, they would be saving my life, and could be rewarded.

Just use this, it takes no skill.

Select 2 colors > Render > Clouds

Also, actully try using some effects (blending options, filters).

The best advice you can get, is to simply, experiment.

What i would do is choose a simple design or image and use the effects and muck around especially texture effects and geometric effects but im a newbie so their (^^^^^^^) ideas are probably better
