Let's discuss the differences in the way Jesse "The Body" Ventura officiated the main events as guest referee at two Summerslams, 1988 and 1999.

Have you noticed that in the Mega Powers/Megabucks main event, Although Jesse didn't actually show favoritism in his officiating, you could tell he was verbally more harsh towards Hogan and Savage than Andre and DiBiase. Make's sense because he was pro heel on commentary.

However in the WWF Title Triple Threat main event, Jesse seemed to be more pro face and or right down the middle. There was a point in the match where he wouldn't count the pinfall for Triple H. This of course was because the show was in Minneapolis, and Jesse was governor at the time.

Thoughts?

Jesse could ahve done whatever he wanted in 1999. Ventura was intelligent enough to win a lawsuit against the WWE in the early 90s, was Governor of Minnesota, and was highly sought after by the media.

He would have done what was best for himself, and McMahon would have had to comply if he wanted Ventura to make an appearance, and that would include making Jesse look like a face. Jesse was a far bigger deal in 1999.

Everything about that series of spots in the 99 match from HHH grabbing the chair, Jesse yelling "what's this bullshit", to HHH using it and Jesse refusing to count twice, and then throwing Shane over the top rop and calling him a little bastard, and then Austin getting stuck in the ropes is pure gold and hilarious.

At the end of the 88 match, Jesse was reluctant to count the pinfall for the Mega Powers. He counted to 2 but barely held up on 3, but Savage made sure the 3 was counted, so it wasn't until the very end that Jesse was showing bias against Hogan and Savage, but it didn't have any effect.

I really liked his role in the 99 match. When he wouldn't count the pin for Triple H after using the chair it popped the crowd because the heel was getting shafted on his attempt to cheat. He felt like he added a dynamic to the match rather than being a guest ref just for the sake of having one.
