It is the actual product that is the problem more than anything else so even by having Stone Cold Steve Austin and The Rock both back at the moment as well as Triple H and The Undertaker isn't going to do anything long term for ratings or buyrates. For the business to generate interest like it did a decade ago it needs to move away from how childish and cheesy it is for the majority of the time and go back to how it was even in 2007 because it was around that time that things went dramatically backwards.

Obviously in 2007 the moment that WWE had effectively had to change was after what happened with Chris Benoit when the whole world was watching their every single move and looking to blame the company for what happened. As big of a star as The Rock is i'm afraid that he couldn't change the long term ratings or buyrates even if he were to appear every week on Raw and wrestle at every PPV through to WrestleMania 28.

I think it is pretty certain whether people like to accept it or not that The Rock is back to put John Cena over in the same way as Hulk Hogan did for The Rock a decade beforehand at WrestleMania 28, i know that The Rock was already a HUGE star but that match made him even bigger than he already was and that is what Vince McMahon wants to do with John Cena. It doesn't matter who stays or goes because the business moves forward regardless and whilst John Cena isn't where The Rock was in 2002 he is the single biggest star in the wrestling industry today and WWE as a whole would only benefit from the casuals or kids believing that the new guy is better than the old guy.
