Sure ratings wise WCW was up by a wide margin, but in '97 the WWF still slightly outdrew WCW in attendance (5,826 to 5,472) and w/ exception of Halloween Havoc and Starrcade the WWF wasn't far behind them in buyrates either. I think what made WCW seem so far ahead of the WWF was that they had twice the number of established stars that the WWF did. For what the WWF had that year I felt they exceeded expectations, especially w/ the NWO storyline in its prime.
It seems like the WWF never was in that bad of shape in the MNW.

I would say that everything from WrestleMania 13 onwards was the WWF slowly rebuilding itself and changing its identity. Everything from around 1993-1996 are the dark ages, though. They were in bad shape for the first year and a half of the Monday Night Wars.
