Perhaps "parody" or "reference" are better phrases, much like the rKo signs you used to see that are made to look like the nWo logo. I think Randall even wore that as a t-shirt for a while, could be wrong though.

In the same vein you could say that Zack Ryder's WWW logo is a "rip-off" of the WWE logo - it's not, it's just referential.

I'd say they were definitely aware of it being a similar idea to Eugene's and therefore it at least qualifies as a parody. But who cares?
