Is Carlito the biggest WWE bust of the century?

I found a link to this article that I thought was interesting. The author states their opinion on who the 9 biggest WWE busts are of this century. http://bleacherreport.com/articles/1283633-wwe-the-9-biggest-superstar-busts-of-the-21st-century/page/10

I would probably give the edge to Carlito because his push was bigger and more sustained than Masters'. Although some of the hype Masters received early in his career was insane. Carlito beat Cena for the US title in his first match, which is something that probably wont be repeated for a long time if at all. He had all the skills to succeed but he never quite seemed to make it as an established main eventer. What are your opinions?

MVP and, to a lesser extent, Kennedy.
When you say he never made it as an established main eventer a lot of that is down to himself, If you remember his story with Ric Flair when Flair told him he lacks the heart to make it to the main event, a lot of that was true, he was known to leave shows early and didn't show much respect to the older guys in the locker room.

I wouldn't say he's the biggest bust of the last century, I think that is Bobby Lashley, i was sure if ht had stayed he would have got a wwe or world title run sometime.
Maybe. But he had some unused potential. But I gotta give it to MVP.
I would say mvp. carlito was getting stale quite fast.
Mr. Anderson. Ugh, I meant Kennedy.
Kennedy
Carlito
MVP

Those 3 definitely, I didn't care for masters at all.
Lex luger's WWF run , he was suppose to be the next Hulk Hogan believe it or not
It's Shelton Benjamin for me. He was awesome.
Not sure if he is the biggest bust of the contury, there are a few others who they dropped the ball with but he definately had potential, winning the IC and US titles on his first night on Raw/Smackdown respectivly, own talk show, could go in the ring and could definately had a good run if pushed properly.
Shelton Benjamin, without a doubt.
Carlito is to blame for Carlito, Muhammad Hassan you can blame the WWE
I'm gunna say Shelton Benjamin.

Define "bust". Is it someone who was supposed to be big but didn't get to the top, or somebody who did get to the top and completely failed? I say it's the latter.

Which means it's Randy Orton.

If you pushed most of the roster as hard as they pushed him, they would be a megastar. He hasn't drawn in any significant way for them after 10 years of major opportunities and being booked like the biggest thing since Stone Cold Steve Austin.
I think Hassan and Dykstra could have been major stars. Oh well
