Probably this.If Austin faced Hogan then Rock would have faced Hall or Nash. I do believe the plan was to have the NWO go over Austin and Rock but they decided to split Hogan from the NWO instead.

this Austin was not over after they turned him back to a face at the end of the Invasion angle. He had the What chant but he was'nt 98 Stone Cold he was 2002 beat down hurting Stone Cold. But the right choice was to have Rock/Hogan maybe if they didnt screw around with the Austin character in 2001 then maybe they could of done Hogan/Austin but who knowsTo be perfectly honest, I felt like Austin's character was severely damaged by the stupid heel turn in 2001 and he never quite recovered from it. Rock was still red hot and, IMO, the more suitable choice for an Icon Vs. Icon match with Hogan in 2002, given the two choices.
That said, if it had been Austin/Hogan, maybe Rock could/would have been put up against Scott Hall like Austin was. Who knows?
