Hall was making much more money throughout his stint in WCW, but by 1999-2000, he hadn’t been doing anything useful as he had too many breaks and missed time, got fired in February 2000. And so after being fired by WCW, Hall did a few appearances in ECW.

Hall’s time in ECW was very brief but interesting, because Hall was still over as if he never left in the minds of wrestling fans who loved him as Razor Ramon and as an nWo guy. Also, he was good friends with Justin Credible since their days with The Kliq in the WWF.

Tommy Dreamer (being the class act that he is) had no issue with having Hall around, and so once word got out that Hall was going to be in ECW, Shane Douglas and Chris Candido (being former backstage enemies of The Kliq) threw a hissy fit over Hall. By then, Douglas was obviously seen as a hypocrite since he bashed WCW while appearing in WCW in 2000, and he bashed Flair for not putting him over despite Flair putting him over. And Candido is someone who let others flirt with Sunny, and doesn’t speak up for himself.

Nonetheless, Hall looked like the better man in that encounter with Douglas and Candido, as Hall willingly left the ECW locker room without incident. But still, if Hall was signed on to be a key performer in ECW, how would he have fared there?
 
First things first, there's two separate incidents at play here.

The time Hall was forced to leave ECW was before he actually worked there. That was a house show in '98.

Now, when Scott came to work in 2000, there's no Triple Threat there. So, there's no heat.


As for how he would've fared if he was signed, hard to say, without ignoring the obvious issues with both.

ECW had severe financial issues and would only run five more shows, resulting in them losing their remaining TV presence by the end of the year.

Scott had severe personal issues and would land himself in jail on two occasions in the month following his ECW debut.

Truth be told, ECW was the absolute worst place for him to be. On one hand, he might have won the World Title. On the other hand, he might have died. Unfortunately, one was as likely as the other.
