Not sure how to do it with Windows NT but this is what you do with XP.

Click - Tools
Internet Options
Security
Custom Level.

You'll then have to scroll down and make sure your cookies are enabled.

You have to install their applet...you need JavaScript and something that doesn't block their applet download (like a pop-up blocker). Some newer software blocks it and allows you to download, though.
