I have always wondered, how do you judge the best Champion(Let's say WWE champion) of all times?

do you look at it from kayfabe point of view? When Arnold called Hogan the greatest wwe champion of all times,it's hard to argue with that fact, considering he held that title many times ( 6?) and and many of those reigns were really long with the first one being for 4 years.

I usually factor in, how many times he held the title, how long did he hold, and the number of great title match defenses he's been.

i dont look at title reigns as much since i feel cm punk in the long run is a better wwe champ than randy orton and punk held wwe title 2 times compared to randy's 8 times

it is what you do with your reign

promos,match quality,feuds,etc.

For me a "great" champ is someone who make the belt matter, no matter if it's the intercontinental or the world title, if the person is irrelevant than the title is irrelevant ( can you say Doplh ziggler, Miz ...)

There is no "best" champion. I mean, look at D-Bry.. He's had two of the worst world champion reigns in the matter of a few months, lost the title, out of the race for a couple of months, feuded and put over Wyatt now he's gonna be in the ME at WM for the undisputed championship because we all know he'll go over Hunter.

How good his reigns were. How he made the belt look, how much heat/support he got, how he connected with the fans while champion, what did he do with his championship reigns (elevating himself, others, or the company), and of course the last 2, how well were his performances as champ (promos and matches).

The greatest WWE champion of all time? Stone Cold Steve Austin.

The fans loved him, and he made the company a billion dollar company.

Objectively, Hogan would have to be considered the greatest WWE champion of all time. Hogan was so popular that he transcended into mainstream culture to where to this day roughly thirty years later from his very prime that he still is a household name to even non wrestling fans. Was he the best technical wrestler. Not even close. (Although he was a decent wrestler in Japan) However, Hogan did what was the most important thing a wrestler could in the business and for promoters and that is draw the fans in.
Hogan helped put wrestling on the map to casual mainstream audiences that was not seen since the 1950s when wrestling on television was big business. I think a lot of the younger generation just do not realize how astronomically popular Hogan was in the 1980s in his prime. The only thing that I can say is take Austin's popularity at his height and multiply it by three to just see how famous and over Hogan was.

The best champion should be determined by a combination of several factors:

-Logevity as champion
-Longevity as being a main eventer chasing for the title
-Ability to draw people
-Number of significant title defences. (When comparing champions of the Attitude era and forwards with say Hogan and Savage in the 1980's. A Champion like John Cena's title defences on both RAW and smackdown should be compared to Hogan and Savage's title defences on the hous show circuit since back in the day, the WWF chamion never or very rarely wrestled on free tv and the ppv's & SNME's were shown very few times a year.)
-Ability to work different types of opponents
-Main stream apperance
-Abiblity to make money

Criterias for not determening a great champion:
-Being a technical/Hardcore/beefcake wrestler
-Mick skills

Assuming this question is based on keyfabe facts, I will have to say the best way to judge is: "Number of significant title defences", I mean is no the same defend and retain the title on a WrestleMania, SummerSlam main event than a Raw, Smackdown main event.
