pretty self explanatory the title says it all, there has been alot of great wrestlers never to hold a major world title(just to clarify I am going to consider major world titles as WCW WWE and I suppose TNA) but who sticks out as the greatest?
just to start things off I will go with some fairly obvious ones Mr Perfect, Rick Rude, Jake the Snake

I feel William Regal deserves a mention aswell hes been surperb over his entire tender even when having to deal with ridiculous and humiliating angles such as the "kiss my ass club".Really his in ring work is second to non and hes pretty damn good on the stic aswell

In regards to Razor I think if he hadn't of jumped ships at the time he did back in 1996 I think he would of deffinatly ended up with multiple runs with the belt, he was a huge name for the WWE at that time massively over aswell

The sad part is, I'm pretty sure all the guys you named would've gotten world title reigns had there been 2 world titles back then.

Nowadays, undeserving guys are getting the title reigns.
