When Chris Jericho debuted, the WWF was at an all-time high in terms of popularity, revenue, and mainstream acceptance. It was ironic for him to come in and suggest the opposite, and he obviously did so for humorous effect. Jericho's debut speech is a textbook example of irony. The double irony is that if he were to make the exact same speech today, every word of it would be true. Your assertion that he was really referring to WCW is nothing more than pure speculation on your part, and even if it were true, it still doesn't make Jericho's debut speech any less ironic, because he was still making it in WWF.
Jericho has gone on record and said that he was referring to WCW. You're talking about a guy who had to come up with all his material in WCW, since the company was so disorganized. Before wrestling, Jericho obtained a degree in Broadcast Journalism. I went to the same college as him years later. He's one smart cookie.
