Cesaro has better in ring skills by far and Sandow has better mic skills by far. However I reckon Sandow's persona, presence and promo skills will allow him to have a better career than Cesaro overall. I like both of them a lot though so I won't mind if I'm proven wrong (though Sandow is my favourite "new comer" if you can call him that in WWE...)
Sandow. He's better on the mic, more charismatic, better character, better look imo (it's more unique) and I'd say they're about the same in the ring (haven't seen enough of their matches to really pass a judgement yet).
Sandow's having matches with main-eventers like Sheamus and Orton, while Cesaro's losing to likes of Kofi Kingston and not getting on TV half the time. If that isn't an indicator on who they're more high on, I don't know what is, and don't bring up the fact Cesaro's the US Champion, it's almost worthless a title and Sandow's above that level already.

Antonio Cesaro. He's my pick. But Damien sandow will still have a main event career.
Cesaro is a total package and a big guy as Vince likes.
