I've just started to make banners but I can't seem to get that cut/choppy look to go away when I paste a picture. I have two programs that I use: HP Photo & Imaging and Dell Picture Studio. I would just like to know which program is better for banner making and some tips for creating the "blending" effect.

Photoshop is the best but it depends on how much you are going to use it. PaintShopPro is like 30meg compared to Photoshops 160meg so if you are only going to make a couple of things or you have limited downloads per month PaintshopPro will do the job but by no means will do the kickass stuff these guys (Codyluv:D) do with photoshop.

Photoshop's bigger in size, but only because it's stuffed full of graphics goodness. If you want to make real good looking graphics, Photoshop all the way. If you want to fool around and not be so serious with your graphical talents, PSP will do, I guess. I shudder when I think back to when I actually used PSP for a few weeks before downloading Photoshop.
