The Rock is handily the best talker which is why he's going to own this poll (like he owned the last one and the one before that and before that). It also explains why he's the only one to make a name for himself outside of wrestling. Austin is a close second (although his "what?" shtick was stupid and annoying.) Jake the Snake rounds out the top 3 for me.
