Page two and I've yet to see a serious answer. Well, other than Regal.
I would say Regal but he has been around for 2 decades so I don't class him as '21st century'.

The only serious answer I've seen is Shelton Benjamin- my choice too.

Good question and much harder to answer than the answer for the 20th Century....obviously because the century is only 12 years in, and because title runs are much shorter and guys who would have been U.S, and IC champs in the past now seem to get at least brief runs with the world title.

Based on that, in the WWE (I guess you are counting the TNA title as well) I will go with William Regal since most WWE guys with exposure win the big one at some point. His biggest run came in 2000-2001 thus in my mind qualifying him for this century.

Runner up, Mr Kennedy, he would have won the title as well but we know what happened to him
