Download Photoshop 7 off of a file sharing program (I.E. Limewire, Kazaa). Then go to www.good-tutorials.com and do some of them. For PSDs goto either http://www.mafiagraphics.com or www.evolutiongfx.com

Once you make a good looking graphic add a border to it by Going to the top bar and clicking Layers - new layer and then Press Ctrl+A To Select The Image, Go To Edit>Stroke with these settings:
width: 1
color: black
Location: inside
Umm... yea... you're done. Jus deselect it by pressing Ctrl+D.

Then goto www.imageshack.us and host it and post it here to show off your work. If this all doesnt make sense then ask Junk De Luxe or Notdavefoley and they will tell you more.
