Convicted paedophiles will have their passports cancelled to prevent them travelling overseas to offend again under tough new laws which Australia Tuesday hailed as a "world first".

Legislation will be introduced to parliament this month making it illegal for registered offenders to leave or attempt to leave the country as part of a crackdown on child-sex tourism.

"The new laws will prohibit registered child sex offenders from leaving Australia or holding Australian passports," Foreign Minister Julie Bishop said.

"Last year alone, almost 800 registered child sex offenders travelled overseas from Australia."

She said many of them -- who often go to developing countries in Asia -- were in breach of obligations to notify police that they were travelling, with half of them considered as having medium-high or very-high risk of reoffending.

The move follows several recent high-profile cases of child exploitation overseas, including by Australian Robert Ellis who was convicted last year of sexually abusing 11 Indonesian girls on the resort island of Bali.

Justice Minister Michael Keenan said the new laws were "the strongest crackdown on child-sex tourism ever".

"No country has ever taken such decisive and strong action to stop its citizens from going overseas, often to vulnerable countries, to abuse kids. So this is absolutely a world first," he said.

Keenan estimated the government would deny passports to around 20,000 people who have served their sentences but were still monitored under the Australian National Child Offender Register.

Some 2,500 new cases were expected to be added every year.

Senator Derryn Hinch, who has long campaigned for the measures, said he was "over the moon".

"It would be the best thing I've achieved in my time," he told Fairfax Media, labelling the trips taken by offenders as "child rape holidays".

"People say what about their civil rights? Well when you rape a child, you lose some of your civil rights, from my point of view."

My initial thoughts were "solid move", though one could argue that wrongly convicted or truly penitent and reformed sex offenders would not only be deprived of opportunity at a life at home but also the opportunity to start anew elsewhere.

Imagine being innocent but being branded with something that will follow you for life, keeping you from getting a decent job or home and from traveling.

To that one might say the collateral damage of the wrongly convicted is outweighed by the need to protect children and try and stop child-sex tourism.

That's from a Senator over there! Right on! No PC lawyer speak rebuttal, straight up answered it how it is while reminding you what topic pertains to.

As Jerigoat mentions there will be falsely convicted but odds of that are pretty low, also if you get convicted of raping kids and somehow live through your prison sentence, not being able to leave the country won't seem like such a big deal.

It depends on how they classify it I guess because sex offender in the US is so wide and vague that you can get on the list for any stupid thing. Now, if it's for people diddling kids then this is good.

I don't think it will make much of a difference, while child sex tourism is a problem, the countries that do it should be punished. Not to mention wealthy Asians take advantage of it probably more often than any Aussie would.

seems starnge that a penal colony country would be so strict. I disagree with this because they don't know the reason people are traveling, it might be business, They shouldn't make such a broad law, they should restrict on a case by case basis imo

Paedophiles should be locked in prison for life, and preferably beaten to death by their fellow inmates. Some crimes, you can understand the motives for, or maybe they just made bad decisions. Selling drugs, robbery- sure, people do desperate things for money if they're really poor. Murder/assault- sure, anger, revenge that gets taken too far. There's no level of justification or reasoning that makes it understandable for a person to rape or molest a child. I don't care how "reformed" they are or whatever people say, fuck them, they do not deserve second chances in life. People that do that are the lowest form of scum on Earth.

But if we can't have life sentences/death penalty for those evil cunts- preventing their freedoms by not allowing them to travel is at least a step in the right direction.

I could be wrong but I don't think there are too many sex offenders that have to legitimately travel for business. I would be fine if they would allow some of them to travel overseas on a case by case basis so if there are a few who have changed their ways and are productive they can keep doing so.

The reasoning is that they're sexually attracted to children. It's not something that the average person can fathom but I would imagine that a pedophile looks at children sexually like we do adults. Child porn is illegal and sex with children is also illegal. They're eventually going to commit a crime. I can't imagine it's easy being a pedo and I wouldn't think that most of them would want to be pedophiles if they had the choice. It doesn't excuse what they do and I think the harsh sentences are justified to keep the public safe.
