When l go to the Browse Button on W-E Avatar Settings, it isn't there..Anyone help?

Well, l can't see it on my Screen.

I would of said maybe you can't see it because only the staff can upload avatars but I check my usercp and I have the browse button. So I guess I was wrong.

Your avatar is uploaded to the forum, unless you use one of the pre-made ones.

You might want to uncheck where it says - Do Not Use An Avatar.
