They had house shows and young talents were getting reps, but they weren't doing good enough numbers for Tony Khan to continue them. JJ did say they could return but now they have Collision.

AEW didn't put a huge amount of effort into them and most of the top stars didn't work them. They'd typically have a few wrestlers with some name value, then younger guys and undercarders.

If you want young guys to get reps, strike a partnership with indies that run regularly or send them to CMLL (who run shows every day) or Japan (who run long tours with breaks in between them).

WWE has their biggest stars on most house shows and has done some good numbers for many of them (the yearly MSG show in December does great business for them), yet they are talking about cutting them down considerably. That suggests that even when your numbers are up, a lot of house shows are money sinks especially small town shows. Even WWE have their struggles in some territories. This was a show earlier in the week (Bryce Jordan Center in PA) with Rollins vs. Nakamura, Cody vs. Priest (street fight), Drew vs. Jey and LA Knight vs. Solo. 2,485 in a 16,000 seater.
