Meltzer is contradicting his own words from last year here. (Unless I've confused him with someone else.) But wasn't he the one who reported after WM34 that Brock was upset with the ending of his match with Reigns since he was ready to drop the belt, and Vince wanted to him keep it, hence why we had the whole thing with throwing the belt at Vince backstage?
So Brock didn't call the shot when it came to the most important match he's been involved in years, but the rest of the time, apparently he has more control than Vince? I find that doubtful.
Like don't get me wrong, I'm sure Brock has a degree of control. We know this by Jericho's own words from years ago because it was due to Brock that Goldberg/Brock at Mania involved the Universal title, since originally the Universal title match was going to be Owens/Jericho. But Brock also clearly does not have complete control where Vince can't ultimately do what he wants. I'm sure it's more of a synergy at play here, and Vince tries to keep Brock happy, but it's clear Vince can indeed do what he wants at the end of the day.
