None of that makes any difference. None of the IC Titles issues have anything to do with the IC Title, its just that WWE only cares about the Main Event scene and the tiny handful of select few people they let be Main Eventers.
It needs to be treated like what it once was; a Title given to guys before they hit the Main Event. But the last time I remember the IC Title being in that role was 2003 when Randy Orton won it. The problem is thesedays WWE pick who gets to succeed and they generally rush those people to the top as soon as possible. Often these chosen ones completely bypass the midcard and mix it up with Main Eventers immediately. So the IC Title is irrelevant, after all why give a Styles, Rollins or Reigns a midcard Title run when the McMahons can just force them down our throats and put them in the Main Event immediately?
It means the IC Title is therefor irrelevant, its just a Title for all the "losers" that the McMahons don't care about and don't want to push, its an easy out to pretend someone is relevant, an easy way to fill TV time, an easy way to chuck a couple of guys together in a feud. This is why the midcard Titles are so unimportant now, they dont mean anything. People aren't midcard Champs thesedays because it might lead somewhere and its a start to something. They're midcard Champs because the McMahon regime don't want to push them, but want to pretend they are.
They could change this so easily though. Miz's IC Title runs in 2016 and 2017 got him as over, as popular, and as credible as he's ever been in his 15 year WWE career. (Yes Miz has been in the WWE for 15 years now, despite some mindless Indy worshippers still claiming he's just a reality TV guy) It felt logical, it felt like he was Main Event bound, that felt like a natural progression after his IC Title runs. Instead they fed him to the status quo (Shield and Cena) and he's wound up as irrelevant as he's ever been, and in turn the IC Title is still unimportant. It could have been used to build Nakamura back up in his first run (or was that the US Title?) .
To make the IC Title important again, you need to change the entire structure of the WWE. The McMahons need to stop hand picking the only people allowed to succeed. They need to start letting natural progression and overness lead somewhere. When someone is getting over, push them. Let Stars create themselves instead of forcing complete and utter shite like Seth Rollins as a Star.
