That didn't work for Hulk, brother.

In reality, Orton was able to take that loss because he had lost steam from his hotshoted 04 Title run and hadn't rebounded yet. The only guys on the roster that wouldn't be expected to do the job for Hulk in 06 were Cena, Batista, Undertaker, and maybe Triple H. Everyone else would have eaten that big leg. Michaels was higher on the card in 05 than Orton was in 06 and he lost.
 
Randy is my favourite guy, but in truth, the personal issues he was going through in 2006, he can count himself lucky he was even given such a huge spot at Summerslam against Hogan.

It was only in 2007 where Orton started to sort himself and be trusted to be a main eventer.
 
Orton only became a legit main eventer in late 2007, and in 2008 when he formed Legacy. And he had his feud with Triple H and John Cena.
Actually, Orton became a legit main-eventer in 2005, with his year-long feud with Undertaker. That rivalry allowed him to recover from the botched face turn and the awful Triple H feud.

As for Hogan vs Orton -- they had Hogan go over Orton for the same reason they had Hogan go over Michaels. Hogan was / is the bigger name, and WWE still had ideas about using Hogan in the future. In 2006, infact, WWE was still entertaining thoughts of Hogan vs Steve Austin. Austin confirmed in an interview that he straight-up said, "No, I don't want to wrestle Hulk Hogan" when WWE approached him in 2006

With Hogan’s knees these days, it’ll be more like a crawl. Although Hogan crawling to the ring at almost 70 is probably still gonna draw more than most of what WWE and AEW currently produce.

At Summerslam 06, Orton had only been back two months following a suspension for unprofessional behaviour.
You just dont go from being suspended to beating Hulk Hogan.

Plus at the time Randy was mostly used as an upper midcarder, who was only in title feuds to job to face champions.
Yeah, I think some forget Orton's suspension right before this feud. Go give Orton this victory and what lesson does the young whippersnapper learn lol.

The guy was world champ a year earlier at SummerSlam as the youngest champ ever and then a year later at the event is in the ring with Hulk Hogan for his last WWE match.

Orton was already on par with being one of the big stars for the company along with Batista and Cena.
