Orielly and Cole look like bums with no physique and the same weight as some of the 205 Live talent. Cole has no muscle definition on his arms, he looks like he follow the same approach to wrestling as Owens and Zayn, where he just doesn't give a shit about his appearance.

Bronson looks like an athlete.
 
Because despite being the same height as Breakker, O'Reilly doesn't look remotely intimidating because he looks like he doesn't work out at all. And Adam Cole looks even less so because of the same problem, made worse by his height.

Not to say every wrestler needs to be some towering brick shithouse because wrestlers come in all varieities but come on, at a glance Breakker just looks like a dominant professional athlete while O'Reilly and Cole just kind of don't.

I'm not saying that makes Breakker by default better than them, but first impressions in terms of appearance do count for something.

5'9" doesn't mean 5.9 feet, it means 5 feet, 9 inches. There are 12 inches in a foot, so it's 5.75 feet.

5'9 is 175cm, which is quite a lot less than 183cm.

In answer to your actual question, the midget designation isn't just about height in the context of wrestling, it's also about weight and muscle mass.
