Because back in those days playing hot potato with the WWE title between the top stars was a major draw as it created shock value ratings and also the fact was that a long term feud over the WWE title was planned going into WrestleMania 16 as far back as late 1999. I had read somewhere before that the original plan was to have Stone Cold Steve Austin win the WWE title at WrestleMania 16 and then feud with Triple H for a few months with the WWE title changing hands a few times through it.
Obviously with Stone Cold Steve Austin being injured the obvious option was to put The Rock into the feud with Triple H and the results were there for everyone to see as it is in my opinion the best continuous feud in either mans career. Without properly looking into it i think the WWE title changed someting like 25 times in between WrestleMania 14 and WrestleMania 17 with Kurt Angle being the longest champion at around 3 or 4 months so in those days the WWE title was thrown about much more than now.
