HBK came out of retirement and it was a shock. And they paid him millions i'm sure. But - Saudi made sense. Could Vince have paid HBK to come back at a big mania match instead, and help sell mania more? Maybe. But HBK's star power isn't all that huge. Him coming out of retirement to face a Daniel Bryan or AJ Styles - or even Taker yet again - it wouldn't have "sold that many tickets". HBK was a big star, but never as big as the biggest ones, and there was no real huge money to make in his return. So him coming back for Saudi for a huge paycheque made sense. HBK vs Bryan or AJ is big, but it's not "biggest mania match ever" big.
Goldberg? Same idea. He had his big return already - there's no big desire to have him come back to WWE tv these days. Big paycheque for Saudi makes sense.
Austin? If Austin agreed to one more match - you build a whole wrestleamania - or 2 or 3 - around it, and make it the biggest match/mania of all time. A bit like they did when Rock returned at WM27-28. Austin's star power is still insanely huge in a WWE world. As much as Saudi's would pay for him - there's immensely more money to be made for Austin to return to a big mania moment instead. It's ALSO better for his legacy - as fans loved Rock for returning at mania. They hated HBK for returning with a cheap Saudi match out of nowhere.
So to me - there's 0 chance Austin returns for Saudi. He's too big. If he does return - it'll be to main event a WM in a match worthy of Rock/Cena buildup/feud around WM27-28. (and no - i don't think it'll happen).
Finally - Austin is doing really good financially. He doesn't need the money.
