I had a thing written up, but I lost it, and can't be bothered re-typing it. But basically Seth Rollins, with Daniel Bryan being a #2 pick if I can get a guy from each brand.

Right now? McIntyre. He excels at pretty much everything and he's still relatively young.

In the future? Dream. He should be the one chosen by destiny. Such a shame what they're probably gonna do to him.

Dean Ambrose. I'd have him bulk up though, his best look physique wise was around when the shield's original run ended. I would also use him how they use Lesnar, not in the sense of disappearing for months at a time, but he would not be on television every week. Oversaturation is cancer, that's where having other guys on the show who actually matter come in handy.
