Wrestlers that need scripts need to have smaller ones or give only a few one liners, no need for anything fancy.

People who can speak shouldn't be scripted at all.

As others have said it is the bad scripts and the over scripting that is really hurting things. Merely having scripted promos is not really the issue. What level of scripting should be employed depends on the performer and the segment they are working on. Some folks work best and feel more at ease with a full scripted promo, others with just bullet points and others with just being given the general idea of the promo they are about to do.

One thing that must be avoided I'd think is the idea that just because a promo is scripted that it can't come across as natural and authentic. This is clearly not the case because it feeling natural and authentic depends largely on the writing and the delivery. You can have a totally scripted promo feel like a shoot while an actual shoot feel award and unnatural. It all depends on the writing and the person delivering the promo.

In short I think the issue a bit more nuanced than just scripted promos = bad. Overall I think the product is too damn sterilized and everything from promos to commentary too infected with corporate lingo and restrictions that it robs most segments from that raw authenticity that you could feel on previous eras even when the promo was scripted.

I think scripted promos should be available to wrestlers. I definitely don't think they should be mandated.

Give them bullet points on what to say and let them fill in the rest. If they want to bounce ideas off the writing staff, even better.

*Let the people that are already good on the mic do their thing with nothing more than a few bullet points.(Basically what most wrestlers young and old want.)

*Bring back real managers. Some talent could really use a mouth piece, while for others it would benefit to have someone to play off of. Plus someone being distracted from going after a title for a long time because they have a manager and a stable with a vendetta against them. Is infinitely better than two people just wrestling each other for an entire summer, 'Because reasons'.

*Create and find modern ways for the talent to build acting/speaking/mic/promo skills with or without a coach/producer/trainer.

*Use live events, secondary, and tertiary shows along with social media and other avenues for talent to "beta test" promos, segments, and skits.

The reason why Vince has all promos scripted is because he wants to control everything. He doesn't want a wrestler to get more over than he intended.
