Neither. I keep trying to tell people this, the value of the title isn't which title means more, it's which SHOW means more. Whichever title is on Raw is the A title, because Vince uses SmackDown for experiments like Jinder Mahal, JBL, etc, while he only puts the people he truly, fully trusts as the Raw champion. The titles themselves are completely equal. You can talk about the history of the titles all you want, and how the WWE title has every name in the book, and the Universal title doesn't, but the only thing that matters is how the title is being booked at that moment, and right now, the WWE title has Jinder Mahal challenging for it, while the Universal title has Brock Lesnar as the champion, on tv or otherwise. This Jinder experiment couldn't happen on Raw, because Raw is too valuable for them to test things like that, but it could happen with the Universal title if they make the strap blue.
If you really think Vince is sitting around thinking about when he gives somebody new a world title, it has to be this belt because he's not big enough to win the other title, think again. We've had Brock as the Universal champion, we've had Goldberg as the Universal champion, we've had Cena as the WWE Champion. It's the same level.
