The last time Taker had a match (WM 32), crowds showed more appreciation toward his non-wrestler middle-aged opponent (Shane). And I don't need to remind you how quiet the crowds were during Taker's WM match the previous year against Bray.
In Cena's last high-caliber match (against AJ), crowds supported AJ.
Brock out-cheered Taker all summer of 2015.
And Goldberg out-cheered Brock all-through the build up to and in their actual match at Survivor Series 2016.
You have Goldberg (the most over guy in the company) against Brock (the second most over guy in the company) and you're asking me why their match will be bigger than a match between two guys who have lost most of their appeal, popularity, and credibility without the one thing (The Streak) that would propel this match to unseen heights? Get real, man. "Cena winning the title for the 16th time" will never be as big an appeal as "Cena ending The Streak" anyway.
If Cena/Taker goes before Brock/Goldberg, then crowds will not care because there will be a more anticipated match after it (kinda like how Cena/Batista was treated at WM 26 because Taker/HBK was the main event).
If Cena/Taker goes after Brock/Goldberg, then crowds will be spent after Brock/Goldberg anyway to the point of no one caring for Cena/Taker (kinda like how Jericho/HHH was treated at WM 18 because they had to follow Rock/Hogan).
