Two choices - Roman or Transitional Champ(maybe DB?)
I've said since they announced it that Roman was winning the title at SvS. Everything seemed to line up. Granted, they were playing the 'could be, could be not' game and it probably would have been a gameday decision by Vince, but Roman beating Rollins to start his Reign was the best option.
Now that that has been tossed out the window with Rollins' injury, a transitional champ option has come into play. Since the endgame was obviously a Shield Triple Threat @ Mania to end that story, with Rollins possibly not even making it, a transitional champ until January may be in order to put off the crowning until it can be determined if Rollins will heal fast enough to be available for Mania. If he can't make it, needless to say they'll need to adjust plans.
Now, a lot of people have been thinking Shaemus. But there is another name I haven't seen mentioned that i'll throw out there.
What about Daniel Bryan? Can you think of a better way for him to come back? Unlike his late 2014 return, he's pretty cold now. Who better than Daniel Bryan to make a surprise return at SvS and find some way, any way, to win the title? Obviously its a transitional reign, but what a transitional reign. Plus it makes sure he isn't in the Rumble and is instead defending the title @ the Rumble. My feeling is if Rollins ISN'T going to be available for WM32, you have Reigns go Donkey Kong on Bryan at Rumble to turn heel in order to face Ambrose(with a possible Bryan add) for the title(Ambrose would probably win it in that scenario for the happy ending). Otherwise, Reigns wins as a face and heads to the Shield Triple Threat and successfully defends the title.
Daniel Bryan also has history with Roman, so he gets a win back for Fast Lane and he gets to be the direct cause of Roman getting denied yet again. It would certainly be a lot more interesting than Shaemus vs Roman.
