I mean, surely creating new stars shouldn't be that difficult to do in practice right?

Give your guys a bit more creative freedom.
Actually have good, distinct entrance themes for them rather than generic guitar riffs. (This point is criminally undermentioned)

The guys who are naturally over with the fans - push them = your faces
While the guys are being pushed who have connections with the fans, push simultaneously a credible guy to spoil the party and kick their asses from time to time = boos and thus heels..

Obviously I know nothing about the industry, but surely thats all there really is to it right? If I am on to something, why arnt people like Cesaro given a chance?

Atleast there trying a little bit now. Except for Kofi everybody in the main-event on raw debuted after 2010, which is nice.

No matter the idea presented, there's always a way you can say a fair portion of fans will send backlash to the product.
I think WWE realise that and only half try to appease the type of fan you find complaining on wrestling forums regularly, and put more of their stock into making someone to appeal to, well, everyone else. Most kids are, not quite 'against the grain' but often don't understand criticism of guys like Cena so their like for them is increased, because they just can't fathom why anyone would dislike such a fantastic dude.

It's the most difficult thing in wrestling or any combat sports

Bockwinkel was last major star created by AWA, Lawler was last major star in Memphis. WCW created two stars between 1988 in Goldberg and Sting, TNA have created no stars in 13 years of business. Do you think any of the wrestlers working lucha underground are going to become big money drawing stars that fill out 20,000 seat arenas in the US in the next 3 years.

If star making was easy and all you needed was creative freedom why is heavyweight boxing dead and why does nobody care about UFC fights that don't feature rousey or McGregor

In theory it is not hard, until you put that theory into practice and realize to really be a "Big Star" in the wrestling world you have to find a guy and then present him in a way that is going to connect with several different groups of fans, and then you find it is WAY more difficult in practice than it is in theory.

And by connect I do not mean he/she needs to be LOVED by all the different groups of fans, I mean they either need to be loved or hated by a large % of the groups of fans, to the point where a majority of the audience wants to see you win or wants to see you lose.

The WWE is lucky in where they also have the drawing power of their brand name to fall back on in periods like this where they struggle to create new stars.

It's difficult when you want to make stars out of people the fans don't want and then you de-push the performers who the fans who to see become stars.
